The State Alliance

Building on the Urban Schools Human Capital Academy’s (USHCA) deep expertise working with districts across the nation to better recruit, deploy, and retain great teachers and leaders, we have designed a new and unique learning opportunity for human capital leaders in State Education Agencies.  The State Human Capital Alliance is a one-year professional learning experience that will bring together a small group of leaders from 8 states to grapple with key state-level talent management challenges that directly impact districts’ abilities to find and keep great people.

In its first year, the State Human Capital Alliance will tackle key areas that districts – particularly those in urban and rural areas – identified as needing support from their states on:

  • Removing Barriers to Expanding the Teacher Pipeline
  • Influencing Teacher Preparation Providers
  • Utilizing Data to Drive Human Capital Improvement
  • Expanding District Level Human Capital Capacity


  • A diagnostic assessment of an SEA’s current human capital work and level of support to districts
  • Two multi-day convenings in which a set of SEA representatives from various states will convene to learn from experts and each other about what’s working and how to improve supports to districts
  • A set of curriculum and tools for SEAs to use to move beyond compliance and more directly impact teacher and leader quality
  • Technical assistance to support implementation of the curriculum and tools directly matched to the individual needs of a state and their districts
